Modified Assured Career Progression (MACP) Scheme 2024: The Modified Assured Career Progression Scheme (MACPS) is a scheme that offers a pathway for career progression to central government employees. This scheme provides three financial upgradations to employees who have served in the same grade-pay for 10, 20, and 30 years, respectively.

Key Development in 7th Pay Commission MACP Scheme

There will be three financial advancements offered under the Modified Assured Career Progression Scheme (MACPS), based on 10, 20, and 30 years of service, or completion of 10 years in the same Pay Matrix Level, whichever occurs earlier.

The MACPS is specifically designed for Central Government civilian employees, with the possibility of extension to staff of Central Autonomous/Statutory Bodies. This scheme may also be extended to work charged employees, provided their service terms align with those of regular establishment staff.

Regarding the assessment of performance in Annual Performance Appraisal Reports (APARs), a rating of ‘Very Good’ is required for eligibility for financial progression under the MACP Scheme across all levels. This criterion applies to advancements due on or after 25.07.2016, with the revised benchmark being applicable for the APARs from the year 2016-17 onwards.

Promotion MACP Pay Fixation Methods

Illustrations: If a government employee in Level 2 receives his initial regular promotion to Level 4 after completing 8 years of service and remains in that level for an additional 10 years without further promotion, he becomes eligible for a second financial upgradation under the Modified Assured Career Progression Scheme (MACPS) upon reaching 18 years of service (8 years + 10 years).

If the employee does not receive any subsequent promotions, he will qualify for a third financial upgradation to Level 6 after completing another 10 years of service, totaling 28 years (8 years + 10 years + 10 years).

However, if he receives a second promotion after an additional 5 years of service, bringing his total service to 23 years (8 years + 10 years + 5 years), he will be entitled to a third financial upgradation to Level 8 upon reaching 30 years of service.

If the employee receives a second promotion before completing 20 years of service (e.g., in the 19th year), he will receive his third MACP at the end of the 29th year (10 years after the second promotion), provided he does not receive a third promotion.

If the employee receives a second promotion after completing 20 years of service (e.g., in the 23rd year) and does not receive a third promotion before reaching 30 years of service, he may be granted the third MACP at the end of 30 years.
