- Tibetan refugees who arrived in India before January 1st, 1962, with the purpose of settling in the country
- Persons of Indian origin migrating from neighboring countries with the intention of permanent settlement in India
Educational Qualification - Possession of an Engineering degree from a University recognized by the Central or State Legislature in India or other accredited Educational Institutions under parliamentary legislation
- Acquisition of a degree/diploma in Engineering from a foreign University/College acknowledged by the Government
- Successful completion of Sections A and B of the Examinations conducted by the Institution of Engineers in India
