18 Months DA Arrears Latest News 2024: The central government has declared a temporary halt on the increases in Dearness Allowance and Dearness Relief for its employees and pensioners from January 1, 2020, until June 2021, due to the Covid-19 pandemic. This decision has affected all central government staff, retirees, and their families over 18 months.
Following June 2021, the government lifted this restriction and issued additional DA every six months. The significant pressure from employees and pensioners is now pushing for releasing the arrears accumulated over those 18 months. However, the central government has yet to respond to these ongoing demands.

“For an extended period, there has been a pressing request for the payment of 18 months’ Dearness Allowance arrears owed to Central Government employees, pensioners, and family pensioners. However, in a response provided during a parliamentary session on August 6, 2024, the government outright rejected the release of these dues. The Minister of State in the Ministry of Finance, Shri Pankaj Chaudhary, addressed this issue in the Rajya Sabha, and the complete text of his response is included below:”

Will the Minister of Finance be pleased to state:
(a) whether the Government is actively considering to release 18 months Dearness Allowance/Relief of Central Government Employees/Pensioners which was withheld during Covid outbreak;
(b) if so, the details thereof;
(c) if not, the reasons for not releasing the same when the economy is third largest in the world;
(d) the details of representations received in this regard during 2024 till date and the action taken thereon, representation-wise?

(b) Does not arise.
(c)&(d) The decision to freeze three installments of Dearness Allowance (DA)/Dearness Relief (DR) to Central Government employees/pensioners due from 01.01.2020, 01.07.2020 & 01.01.2021 was taken in the context of COVID-19, which caused economic disruption, so as to ease pressure on Government finances. Representations have been received during 2024 from Government employees’ associations including the National Council of Joint Consultative Machinery (NCJCM). As the adverse financial impact of pandemic in 2020 and the financing of welfare measures taken by Government had a fiscal spill over beyond FY 2020-21, arrears of DA/DR were not considered feasible.
(ग) और (घ) केन्द्र सरकार के कर्मचारियों। पेशनभोगियों को 01.01.2020, 01.07.2020 एवं 01.01.2021 से देय महंगाई भत्ते(डीए)/महंगाई राहत(डीआर) की तीन किस्तों को रोकने का निर्णय कोविड-19, जिससे आर्थिक व्यवधान हुआ था, के संदभभ में लिया गया था ताकि सरकारी वित्त व्यवस्था पर दवाब कम किया जा सके। वर्ष 2024 के दौरान राष्ट्रीय संयुक्त परामर्शदात्री तंत्र परिषद (एनसीजेसीएम) सहित सरकारी कर्मचारियों के संघों की ओर से कई अभ्यावेदन प्राप्त हुए हैं। चूंकि 2020 में वैश्विक महामारी के प्रतिकूत्र वित्तीय प्रभाव और सरकार द्वारा किए गए कल्याणकरी उपायों के वित्तपोषण पर वित्तीय वर्ष 2020-21 के बाद भी राजकोषीय घाटा हो रहा था इसलिए महंगाई है भत्ते/महंगाई राहत के बकाए को व्यवहार्य नहीं समझा गया।
