Odisha RTE School Admission List PDF: The Odisha RTE Admission 2026-27 program is a significant initiative to uphold the Right of Children to Free and Compulsory Education Act, a pivotal legislation passed by the Indian Parliament in 2009. This act aims to ensure that every child between the ages of six to fourteen years receives free and compulsory elementary education in the country.

By providing equitable educational opportunities, in alignment with Article 21A of the Constitution, the Act strives to establish an inclusive and integrated schooling system. One of the key provisions of this act, outlined in Section 12(1)(c), mandates private unaided schools to set aside a minimum of 25% of seats in their entry classes for children from socially and economically disadvantaged backgrounds.

To streamline and enhance the transparency and accountability of this process, the School and Mass Education Department of the Government of Odisha has introduced the online RTE-PARADARSHI portal. In the academic year 2026-27, the program has facilitated admission for a total of 41,267 students across 3,531 schools, with 43,732 seats made available. Of these, 25,659 students have been successfully allotted seats, ensuring that more children from marginalized backgrounds have access to quality education.

Maharashtra RTE Admission 2026-27 – Self-Declaration Form (Detailed Explanation)

The Maharashtra Right to Education (RTE) Admission process requires parents or guardians to submit a mandatory Self-Declaration Form (Hami Patra) while applying for RTE 25% reservation seats. This declaration ensures that the information and documents provided during the RTE 2026-27 admission are truthful and authentic.

What is the Purpose of the Self-Declaration Form?

During the RTE admission process, applicants upload several documents (residence proof, income certificate, caste certificate, etc.). The Government requires parents to confirm that all submitted details and documents are correct. By signing this form, the parent legally accepts responsibility for the authenticity of the information.

Key Components of the Self-Declaration Form

  • Child’s Name: The parent must write the full name of the student applying for RTE admission.
  • Parent/Guardian Details: The form must include the name of the father, mother, or legal guardian submitting the declaration.
  • The parent declares that:
    • All documents submitted for RTE 2026-27 admission are true and genuine.
    • The information entered on the official RTE portal is accurate.
    • Verification committees may check the documents and information at any time.
  • Liability in Case of False Information: The declaration clearly states that if any document or information is found to be false during future verification:
    • The child’s RTE admission may be cancelled immediately.
    • Criminal action may be taken against the parent/guardian.
    • Any reimbursement amount payable to the school will not be released by the Government.
    • The parent will be responsible for paying the full school fees thereafter.
  • Acknowledgement of Consequences: The parent confirms they fully understand the consequences if false, incorrect, or misleading information is submitted.
  • Date, Signature & Mobile Number: The form must be signed by the parent/guardian with the date and an active mobile number for communication.

Maharashtra RTE Admission 2026-27 – Age Criteria (Simple Guide)

The Government of Maharashtra decides the age rules every year for RTE 25% admission. Based on the official circulars for 2023-24, 2024-25, and 2025-26, the age criteria follow a fixed pattern: children must fall within a specific birth date range between 1 July and 31 December.

Age Criteria for 2026-27 (Expected as per Government Pattern)

Admission Class Birth Date Range Minimum Age (as on 31 Dec 2026)
Pre-Primary / Nursery 1 July 2022 – 31 December 2022 3+ years
Class 1 (इयत्ता 1ली) 1 July 2020 – 31 December 2020 6+ years

How These Age Rules Were Decided?

The age criteria follow the same pattern used in earlier Government circulars:

  • For 2025-26, Class 1 minimum age was 6 years (DOB: 1 July 2019 – 31 Dec 2019)
  • For 2024-25, Class 1 minimum age was 6 years (DOB: 1 July 2018 – 31 Dec 2018)
  • For 2023-24, Class 1 minimum age was 6 years (DOB: 1 July 2017 – 31 Dec 2017)

Since the Government advances the DOB range by exactly one year in every circular, the same logic gives the age rules for admission year 2026-27.

Maharashtra RTE 25 Admission Age Criteria 2026-27

Maharashtra RTE Admission 2026-27 Reservation & Lottery Logic

Part I: School Responsibilities

Schools eligible for RTE 25% reservation must update important information and get approval from the Cluster/URC head before appearing in the school selection list. Schools must provide:

  • School Contact Details
  • Valid Age Limit for admissions
  • Total Strength, Intake, and RTE Vacancies (as per 30 Sept academic data)
  • Accurate School Location pinned on Google Maps

Part II: Child Application Process

Parents need to complete the following steps while applying for RTE admission:

  • Register to get the Application Number and Password via mobile
  • Enter child details and parent details
  • Mark the exact home location so the system can list schools within:
    • 1 km range
    • 1–3 km range
  • Select the required class (Nursery / Class 1, etc.)
  • Upload all required documents
  • Confirm the application
  • Visit the help desk with the printed application and documents

Part III: Lottery Logic

When school vacancies are fewer than the number of applications, the RTE system uses a fair lottery process.

  • Schools that have more vacancies than applications will admit all applicants.
  • For schools with less vacancy and more applications, a lottery is conducted by the District Education Officer.
  • The selection list is published online, and parents can see it in their login and print the admit card.
  • Schools will admit selected students after document verification.

How the Logic Lottery Works..?

  • Priority is given first to children living within 1 km of the school
  • Then the remaining seats are filled from children living within 1–3 km
  • A computerized lottery uses a digit-based random draw system to ensure fairness

Procedure for KV Admissions 2026-27

  1. Publicity: An announcement regarding online registration for Class-I will be published by the Regional Office in local newspapers according to the Admission Schedule provided by KVS (HQs). This announcement will invite parents to enroll their children for admission into Kendriya Vidyalayas. It is essential that this advertisement clearly states that admissions to Kendriya Vidyalayas are not limited to Central Government employees; they are accessible to all, although specific priorities have been established for various categories to manage the admissions process. Additionally, the reservations for SC, ST, OBC-NCL, and CwSN, as stipulated under the RTE Act 2009, must also be mentioned.
  2. Registration: (i) Registration will not occur if there are no vacancies in a specific class. Should a vacancy arise in the future, registration may proceed following extensive publicity at the local level, on the Vidyalaya website, and on the School Notice Board, with admissions granted in accordance with KVS Admission Guidelines.
(ii) If the number of children applying for registration is insufficient, resulting in unfilled seats, the Principal will issue a second advertisement in line with the Admission Schedule to announce the availability of vacancies.
(iii) Admissions must be conducted with the consent of the Executive Committee of the Vidyalaya. If the Executive Committee does not authorize admissions up to the full sanctioned capacity of the class, the Principal is required to inform the Deputy Commissioner, who may then approve the admissions.
(iv) Registration for Class XI will commence immediately following the announcement of Class X results, and admissions up to the full capacity of the class should be finalized within 30 days of the CBSE results declaration. If there are challenges in admitting students to the full capacity due to the Executive Committee’s lack of approval, the procedures outlined for other classes above will be adhered to, ensuring that admissions up to the sanctioned capacity of the class are completed within 30 days of the CBSE results announcement with the necessary approvals.

Method of Admission in Class-1 2026-27

Out of the total seats available for new admissions, 25% will be allocated for the Right to Education (hereafter referred to as ‘RTE’). Additionally, 15% will be designated for Scheduled Castes (SC), 7.5% for Scheduled Tribes (ST), and 27% for Other Backward Classes – Non-Creamy Layer (hereafter referred to as ‘OBC-NCL’). Following the admission of students under the RTE Act of 2009, children with Special Needs (CwSN) will be admitted next, after which children belonging to Category 1 (Cat-1) will be considered.

The students admitted under Cat-1 will also encompass SC, ST, and OBC-NCL categories. Subsequently, after the admission of Cat-1, the process for Cat-2 will commence, which will also include SC, ST, and OBC-NCL candidates (up to Cat-3 in the case of Project/IHL Schools).

The shortfall in the number of candidates for the reserved seats for SC, ST, and OBC-NCL will be calculated after accounting for the number of SC, ST, and OBC-NCL children admitted under the RTE quota and the Priority Categories 1 and 2. The reservation criteria will be enforced within the approved class strength of 40 students per section:

RTE 25% : 10 seats (which may include the seats reserved for SC, ST, and OBC-NCL as mentioned below)

  • SC 15% : 06 seats
  • ST 7.5% : 03 seats
  • OBC-NCL 27% : 11 seats

(3% of seats will be reserved horizontally for Children with Special Needs (CwSN) applicants) Upon the conclusion of the registration process, the sequence for conducting the lottery by each Kendriya Vidyalaya will be as follows:

a) RTE Lottery
b) All CwSN Lotteries
c) CAT-I
d) CAT-II
e) SC
f) ST
g) OBC
h) CAT-III
i) CAT-IV
j) CAT-V
k) CAT-VI (if applicable)

The following procedure is to be implemented for new admissions to Class I in Kendriya Vidyalayas:

(I) First Lot: A total of 10 seats (from a total of 40 seats) in Class I per section will be allocated according to RTE provisions (25% of the seats). These 10 seats will be filled through a draw of lots from all applications submitted by SC/ST/EWS/BPL/OBC (Non-Creamy Layer)/CwSN residents of the neighborhood.

(II) Second Lot: A lottery will be conducted for Children with Special Needs from SC/ST/OBC-NCL/Unreserved categories, following the established Priority Category.

(III) Third Lot: The remaining seats (after accounting for RTE and CwSN applicants, if applicable) will be filled according to the existing Priority Categories of Cat-I and Cat-II (Cat-I to Cat-III in the case of Project/IHL KV), up to the sanctioned strength or until the list of all registered candidates from Cat-1 and Cat-2 (Cat-1 to Cat-3 in the case of Project/IHL KV) is exhausted.

(IV) Fourth Lot: The total number of SC/ST/OBC-NCL will be calculated based on the admitted summary of RTE, CwSN, Cat-1, and Cat-2 (Cat-1 to Cat-3 in the case of Project/IHL KV) admissions completed by the third phase. Subsequently, any shortfall in the seats reserved for SC/ST/OBC-NCL will be addressed by admitting SC/ST/OBC-NCL applicants according to the order of admission priorities, regardless of the sanctioned strength.

(V) Fifth Lot: After completing all these processes, if the sanctioned strength remains unfilled and seats are still available, applicants from Priority Cat-3 (Cat-4 in Project/IHL KV) onwards will be considered for admission based on the existing priority list for unreserved seats only. The unfilled reserved seats for RTE/SC/ST/OBC (NCL) should remain vacant.

(VI) In the event that there are not enough candidates registered online to fill the remaining vacant reserved seats: To address the unfilled quota of reserved seats for RTE/SC/ST/OBC-NCL, a separate advertisement will be issued according to the Admission schedule by the respective Kendriya Vidyalaya, inviting offline registration from candidates belonging to that specific category to fill the shortfall.

Definition of Neighbourhood and Proof of Residence (Applicable for Admission Under RTE only)

Given that Kendriya Vidyalayas are situated in areas with varying population densities, they have been classified as follows to establish the boundaries of neighbourhood:

  1. Major cities and Urban areas (All District Headquarters and Metropolises) 5 km Radius
  2. Locations and regions not included in point 1 above. 8 km Radius.
  3. All applicants must provide proof of residence.
  4. A written self-declaration from the parent regarding the distance may also be accepted, pending verification.

Fee and other concessions:

(i) No charges shall be imposed on the children admitted under the 25% quota established by the RTE Act of 2009.
(ii) After being admitted to Class I under the RTE Act, these children will retain their exemptions and concessions until they reach Class VIII.
(iii) Proof of address from the parent must be provided during the registration process.
(iv) Employees who are eligible for fee reimbursement within their departments are not entitled to claim RTE concessions.
