Open Seats: Criteria & Transparency Rules

  • Schools must follow a fair, transparent, and reasonable admission process for Open Seats.
  • All admission criteria and point systems must be uploaded on both the DoE website and the school’s own website by 28.11.2025 (Friday).
  • If a draw of lots is required, it must be conducted transparently, recorded on video, and held in the presence of parents, who must be informed at least two days in advance.

Restrictions for Schools

  • Schools cannot collect any donation or capitation fee. Violations may result in penalties up to ten times the amount charged.
  • Schools must not use any criteria abolished by the Directorate of Education and upheld by the High Court (refer to Annexure-2 & 3 of the notification).

Age Eligibility for Entry-Level Classes

For admissions in the academic year 2026–27, the minimum and maximum age of the child as on 31 March 2026 must be:

  • Nursery (Balvatika 1 / Pre-School 1): 3+ years to below 4 years
  • KG: 4+ years to below 5 years
  • Class 1: 5+ years to below 6 years

A relaxation of up to one month in the minimum or maximum age may be granted by the Head of School. Parents must submit a manual application to the Principal for this.

Application Process and Fee Details

  • Application forms must remain available to all parents until 27.12.2025, the last date for submission.
  • Schools can collect only ₹25/- as a non-refundable registration fee.
  • Buying the school prospectus is optional; schools cannot force parents to purchase it or charge extra processing fees.
