Subject: Implementation of RTE Amendment Rules in Kendriya Vidyalayas-reg.
Madam/Sir,
As intimated by the Ministry of Education vide letter dated 15.01.2025, the RTE Amendment Act, 2019, which revised the ‘No-Detention’ provision under Sections 16 and 38 of the RTE Act, 2009, has been in effect since 1st March 2019. Accordingly, the Central Government, as the competent authority for Kendriya Vidyalayas, has amended the RTE Rules, 2010, to incorporate these changes. The amendments have been notified in the Gazette of India (G.S.R. 777(E), dated 16th December 2024, and published on 21st December 2024. In this regard for effective implementation of the RTE Amendment Rules, it is requested to direct the Principals of all KVs under the Region to implement the following guidelines for in Classes V and VIII with effect from 2025-26 onwards.
Therefore,it is requested to direct to ensure the effective implementation of these provisions in all Kendriya Vidyalayas under the jurisdiction, in accordance with the enclosed notification.

Kendriya Vidyalaya Lottery Result of Selection List 2025-26 PDF: The Kendriya Vidyalaya Sangathan (KVS) has recently announced that the new admission process for the academic year 2025-26 will commence on March 7, 2025, at 10 AM for Class 1 and Balvatika Classes 1 and 3. The online registration will remain open until March 21, 2025, at 10 PM. Upon the conclusion of the registration period, the final list of registered candidates will be forwarded to the respective Kendriya Vidyalaya schools for further processing. The subsequent step will be the Draw of Lots. The Online Lottery System has been a successful selection method employed by KVS for many years.
The central department of KVS has officially announced the revised dates for the KVS Balvatika 1 and 3 lottery draws, which have been updated on its portal. The schedule for the lottery draws across all KV regions is provided below:

The Lottery Draw for admissions in KVS for the academic year 2025-26 is organized under the supervision of the Principal of the KV school, who serves as the convenor of the event. The Principal is accountable for all aspects of this initiative and will establish a committee to oversee the lottery system, whether conducted online or offline, for all classes.

The ‘Draw of Lots’ event for the academic year 2025-26 is organized by the individual school management using an online system. The headquarters of KVS has mandated the use of an online lottery portal for the selection of candidates across all classes. The software developed by KVS randomly shuffles the list of names and rearranges it upon the activation of the ‘Lottery Draw’ button. The principal of the KV school provides an explanation to parents during a live session on YouTube, demonstrating how the portal rearranges the name list in a matter of seconds. Subsequently, the final selection list is generated from the online software portal, and this list is deemed conclusive.

The publication date for the KVS Lottery results for the academic year 2025-26 is as follows: the list of selected candidates for Class 1 will be released on March 25, 2025, while the results for Balvatikal classes (1 and 3 only) will be available on March 26, 2025. Following the completion of the online or offline lottery draw, the comprehensive list of selected candidates, along with the waiting list, will be displayed on the notice board of the respective KVS schools. Additionally, this information will be made available in PDF format on their official website. Furthermore, the Ministry of Education’s website (https://www.education.gov.in/kvs/) will also publish all KVS school results categorized in PDF format within one to two days.
Agni Natchathiram Start and End Dates and Timings 2025: Agni Nakshatram, an important period in India, is known for being the hottest time of the year, occurring in the months of April and May. Specifically, the second half of April and the first half of May mark the Agni Nakshatra period when temperatures soar.
This period coincides with the Sun’s passage through the 3rd-4th quarter of Bharani Nakshatra and the 1st quarter of the Rohini Star. The festival itself is named after the star, referred to as ‘Agni Natchathiram’ in Tamil. During this time, exuberant celebrations take place at prominent Lord Murugan temples such as Tiruttani, Palani, Palamuthirsolai, Swamimalai, and Tiruchendur. In 2025, Agni Nakshatram begins on May 4th, a Sunday, and concludes on May 28th, a Wednesday.
On the sacred day of Agni Nakshatram in 2025, it is imperative to be mindful of the significant timings that define this auspicious occasion. The day commences with the soft, golden rays of the sun casting a warm glow upon the earth at the crack of dawn, precisely at 3:50 PM on May 04, 2025. As the day unfolds, nature’s canvas is painted with vibrant hues as the sun gracefully sets in a breathtaking display of colors and light at 10:50 PM on the same day, symbolizing the culmination of a day steeped in profound spiritual significance and reverence.
During the 14-day period of Agni Natchathiram in 2025, a time known for its scorching temperatures and intense heat from the sun, people are advised to take precautions and make necessary lifestyle adjustments. It is important to be cautious and protect oneself from the extreme heat and radiation during this period. It is recommended to avoid indulging in auspicious events, traveling, borrowing or lending money, and planting trees during Agni Natchathiram in 2025.
Specific precautions to take during this time include drinking coconut water while driving to stay hydrated, refraining from consuming hot beverages that can add to internal heat, always carrying a water bottle to keep yourself hydrated, carrying an umbrella for shade to shield from direct sunlight, wearing a cap to protect your head from the intense sun rays, and covering your face and hands while driving a two-wheeler.
Agni Nakshatram, which occurs in May when the sun passes through the Krittika star, also known as Agni Natchathiram, marks the beginning of summer and brings about scorching temperatures that can be challenging to cope with.
During the transition between the Tamil months of Chithirai and Vaikasi in the rich tapestry of the cultural landscape, a unique phenomenon unfolds known as “Mun Kathiri” and “Pin Kathiri.” These distinct periods are deeply ingrained in the Tamil calendar, carrying profound significance in the hearts of those who cherish tradition. The last 10 days of Chithirai gracefully transform into Mun Kathiri, a time of reflection and reverence for the days that have passed. As the calendar pages turn, the initial 15 days of Vaikasi emerge as Pin Kathiri, a fresh beginning symbolized by hope and renewal.
In the forthcoming year of 2025, the ethereal dance of time aligns to showcase the beauty of Mun Kathiri and Pin Kathiri. Mun Kathiri envelops the realm from the 4th to the 13th of April, a period resonating with the essence of Chithirai. The 21st to the 30th of Chithirai become a canvas for this celestial display, painting the sky with hues of tradition and heritage. Following this enchanting spectacle, Pin Kathiri gracefully steps into the limelight from the 14th to the 28th of May in the year 2025. As the celestial bodies align, Mun Kathiri and Pin Kathiri weave together a narrative of cultural significance, reminding us of the timeless traditions and the beauty of the Tamil calendar. In 2025, let us embrace these sacred moments, honoring the past, celebrating the present, and welcoming the future with open hearts and minds.

Region-wise CBSE Exam Center List 2025 PDF: The CBSE Board Exam Centre List 2024 provides district-wise exam centers, allocation details, and instructions on the official CBSE website. For the WB RTE Admission for the academic year 2025-26, there are specific requirements for submitting documents. A self-attested copy of the birth certificate of the candidate, either by the applicant or their guardian, must be included with the application form. Should the birth certificate not be available during admission, a declaration by the guardian regarding the age of the ward will suffice, but the birth certificate must be submitted within the next six months as per RTE Rule, 2012.
Additionally, a self-attested copy, by the applicant or their guardian, of the caste certificate issued by the appropriate authority must also be provided with the application form to be eligible for any reservation benefits. It is essential that all sections of the application form are completed accurately. Upon selection, candidates must present their original birth certificate or relevant documents, unless the declaration by the guardian on the age of the ward was accepted, and any necessary reservation certificates during the admission process.
The important dates for WB RTE Admission 2025-26 have been announced. The schedule for the admission procedure is as follows: On 28th November 2023, the distribution and receiving of admission forms for the lottery will take place. The lottery will be conducted on any of the dates between 4th December 2023 and 16th December 2023. The admission of candidates chosen through the draw of lots will take place on 18th December 2023, with the final admission process concluding on 22nd December 2023.
